Arsenal of Exclusion

The Arsenal of Exclusion: 101 Things that Open and Close the City is a catalog of the objects and policies that planners use to increase or restrict access to urban spaces. In this ten-minute audio clip, journalists from the 99% Invisible radio show tour Baltimore with Daniel D’Oca, an urban planner and Arsenal of Exclusion collaborator, to understand how tools in the “arsenal” are deployed to separate a wealthy neighborhood from an adjacent low-income community of color. This project asserts that to transcend the “zero-sum game” of community development, where some win only if others lose, we must first identify and demystify the subtle but ubiquitous tools that regulate access to urban space.
